Create a small UI illustration for the state {{state}} in {{service}}. Feature one original {{mascot}} mascot performing {{action}} with one simple {{prop}}. Use {{palette}} colors, friendly restrained emotion, a clean rounded 2D illustration style and an uncluttered composition. Place the illustration in the upper center and leave the bottom 30 percent empty for explanatory text added later. Plain light background, clear silhouette, simple shapes readable at small display size. The character should feel supportive rather than distressed. No generated text, numbers, logos, interface screenshot or watermark.
